Flying Bisons is deepening its commitment to Saudi Arabia, signing a new Memorandum of Understanding (MoU) with Takamol Ventures at LEAP 2026 as the strategic design and implementation firm expands its local operations with a Riyadh office and a fully localized setup.
The MoU establishes a renewable framework covering digital transformation, human capital digital solutions, and strategic design and implementation.
The agreement comes as Saudi Arabia continues to accelerate the development of digital government services and national platforms under Vision 2030.
For Flying Bisons, the agreement builds on an existing relationship with the Kingdom rather than representing a first step into the market. The company has spent the past several years developing local capabilities and working with Saudi organizations across the public and private sectors.

Flying Bisons' relationship with the region dates back to 2017, when it worked on a digital transformation strategy engagement for ZAIN.
The company formally entered the Saudi market in March 2023 through its first contract with a Saudi semi-governmental client. That engagement subsequently became a major focus of the company's Saudi strategy, developing into a long-term relationship covering areas such as design system maintenance, customer experience, research, content and analytics.
Since then, Flying Bisons has continued building its local presence. Its Riyadh office now serves as a base for its Saudi operations, supported by a local team and capabilities designed around the requirements of the Kingdom.
The company's Saudi offering also includes Arabic-language research and content capabilities and work aligned with Digital Government Authority standards. This local focus extends to Public Platforms, Flying Bisons' research initiative benchmarking customer experience across e-government platforms worldwide.
