Saudi Arabia’s Aviation Sector: Latest Airport Tenders and PPP Opportunities

Saudi Arabia’s aviation sector is opening a new wave of procurement opportunities, with major airport PPPs and infrastructure tenders advancing across the Kingdom.

Saudi Arabia’s aviation sector is entering another active phase of procurement, with new PPP tenders and infrastructure packages moving forward across the Kingdom.

Recent tenders and awards at Qassim, Taif, King Salman International Airport, and King Saud Air Base show where companies can expect activity across the pipeline.

Qassim Airport Moves Into PPP Bidding

Prince Naif bin Abdulaziz International Airport in Qassim has reached the next stage of procurement, with six bidders prequalified for its development and operation under a 30-year PPP. The shortlisted groups include Saudi and international airport operators, infrastructure developers, engineering companies, and investors.

The project covers a new passenger terminal as well as upgrades to the runway, taxiways, aprons, and supporting airport infrastructure. The latest Qassim Airport tender update follows an EOI process that attracted interest from 89 companies, highlighting the level of international and local participation in Saudi Arabia's airport pipeline.

King Salman International Airport Advances New Packages

In Riyadh, King Salman International Airport (KSIA) continues to generate new procurement opportunities as construction of the mega-hub progresses. Three groups have been selected for the Early Contractor Involvement stage for Terminal 6, while new infrastructure packages covering an east-west corridor and landside access roads are also moving toward tender.

The airport is also advancing specialist infrastructure. KSIADC has been procuring a new aircraft fuel storage and distribution system, including a new fuel farm, into-plane facility, and hydrant network. New Taif Airport Opens a Major PPP Opportunity

The new Taif International Airport is also moving through the PPP process, with Matarat Holding and the National Center for Privatization & PPP issuing an RFP for its development under a 30-year build-transfer-operate model.

The project will include a passenger terminal, runway, parallel taxiway, commercial apron, utilities, parking, and access roads, with an initial capacity of around 2.5 million passengers by 2030. The latest Taif Airport tender adds another major PPP opportunity to Saudi Arabia's expanding aviation infrastructure pipeline.

King Saud Air Base Opens $1.36 Billion Tender

Saudi Arabia has also moved forward with the next phase of the King Saud Air Base development in Hafr Al Batin, with the latest package valued at approximately $1.36 billion. The three-year project covers headquarters and administrative buildings, operations and maintenance facilities, residential areas, airfield facilities, roads, site development, and supporting infrastructure.

The tender also includes power generation, water and wastewater facilities, and fiber-optic communications infrastructure. Contractors have been given until October 20, 2026, to submit bids, adding another major construction opportunity to Saudi Arabia’s aviation and infrastructure pipeline.
